Power sectors are defined as areas that can be powered off independently from the main system area. The entire power to the Flyway can be turned off.
The PMC should be connected to a Flyway that is always powered on (labelled as "M" in the example above).

Note: when the PMC state transitions Inactive to Operation (from a Activation command), the Power Sector state transitions directly from Inactive_Fenced to Operation as indicated in the diagram.
If the PMC is already in Operation state when the Activation command is called, then the Activation command has no effect.
